How Start Dynamics Built a Tailored Inventory & Distribution System for the Ministry of  Supply?

One of our flagship projects was designing and delivering a comprehensive ERP system for the Ministry of Supply for “undisclosed client”, a system that today powers a nationwide food distribution program serving millions.


 The Challenge

The Ministry’s operations were previously driven by manual processes and Excel sheets, with each governorate working in isolation. Planning, procurement, inventory tracking, and distribution were fragmented—leading to delays, inaccuracies, and a lack of operational visibility.

What they needed was a centralized ERP solution—fully in Arabic—capable of managing the entire supply chain from monthly planning to last-mile distribution.


 Our Approach: Business Analysis First

Before development began, our team conducted a thorough business analysis process—collaborating with Ministry officials, warehouse teams, and governorate offices. We broke down every process into its core components, from planning logic to inventory flow and delivery logistics.

This analysis wasn’t just about capturing requirements—it was about projecting real-life scenarios into the design. Our team ensured the system could handle real-world variations, edge cases, and operational challenges—because effective ERP isn’t about features, it’s about functionality that fits reality.


The ERP System: 4 Core Modules

1- Distribution Plan Module

Governorates upload their monthly needs, and the system aggregates them automatically using a national food basket template, ensuring consistent demand planning and eliminating manual miscalculations.

2- Purchase Request & Order Module

The total demand is converted into standardized purchase requests and orders. Supplier data is entered, and procurement documents are generated efficiently in a unified workflow.

3- Inventory Tracking Module

All incoming food shipments—from ports to distribution centers—are tracked in real time. Each movement logs quantities, prices, units of measure (UOM), and sub inventory details, ensuring total transparency.

4- Sales Order Issuance Module

Approved stock is then issued through automated sales orders to local distribution networks, ensuring accurate allocation and documentation across all parties.


Complete Inventory Tracking Dashboard

A centerpiece of the system is the interactive inventory tracking dashboard, built for real-time insights and operational control:

✅ Stock quantities by location and item

✅ Pricing and total inventory value

✅ Date logs for arrivals, dispatches, and transfers

✅ Shipment/convoy tracking from ports to warehouses

✅ Full transaction history, filterable by date, item, or location

This dashboard provides a real-time command center for supply chain leaders—driving better planning, faster issue resolution, and full transparency.


Handling Real Complexity

This was not a plug-and-play implementation. The project demanded:

  • Multi-layered food basket logic

  • UOM conversion and validation rules

  • Full Arabic language support

  • Convoy-level tracking and audit trails

  • Integration with real-world workflows and user behavior

All of this was made possible through our deep business analysis approach, ensuring the product fit seamlessly into the Ministry’s operations.
